Uno strumento di Webmapping ( o "Mappatura Online") è un software che lavora in remoto e che può essere utilizzato per pubblicare, modificare e interrogare qualsiasi tipo di dati geografici in un web-map/gis. Può essere utilizzato sia da semplici utenti senza conoscenze sui linguaggi di programmazione web o di progettazione e interrogazione di geodatabase (vedi PostGIS), e sia da parte di sviluppatori web professionisti. Nel primo caso l'utente utilizza il web-GIS/Map con la sua funzionalità standard. Egli può caricare uno shapefile, visualizzarlo e interrogarlo nel web-GIS /Map per esempio, ecc .. Nel secondo caso lo sviluppatore potrà invece automatizzare le funzioni web-GIS / Map tramite la scrittura di stringhe di codice in grado di eseguire "al volo" comandi e funzionalità del web-GIS/Map in questione. Tali comandi sono gli stessi che possono essere utilizzati dagli utenti , come visto nelle righe sopra. Egli potrà anche sviluppare e progettare nuove funzionalità (quindi delle estensioni o "plugins") e algoritmi che implementeranno quelli già presenti di default. È quindi possibile personalizzare e customizzare lo strumento Web-GIS di default, in base alle esigenze di lavoro dello sviluppatore di software online o a quelle di un suo potenziale cliente.
